The key objective of the Public Procurement Reform Project (PPRP) is to improve efficiency, transparency and probity in the procurement of goods, works and services by ministries, government departments and statutory bodies.

The project cost is Taka 330,000,000 with a World Bank assistance of Taka 298,000,000 and Government of Bangladesh contribution of Taka 32,000,000. The project started in July, 2002 and expected to complete in a period of three years.

Under the project a Central Procurement Technical Unit (CPTU) has been established in IMED in order to:

Develop and introduce Public Procurement Rules and Procedures;

-

Develop and introduce Standard Bidding Document and improve the evaluation process.

-

Revise the Procurement Approval Process;

-

Introduce a Public Procurement Website and Electronic Bid Processing;

-

Publish contract awards, initially equivalent to US $ 200,000 and above;

-

Revise delegation of power;

-

Introduce appeal procedure in the Rules;

-

Introduce a Code of Conduct;

-

Draft a Procurement Law;

-

Translation of Procurement Document;

-

Introduce Procurement Audit;

-

Consider sequestering of the Evaluation Committee

The project will improve procurement management capacity through :

-

Providing procurement training;

-

Developing a Public Procurement Database;

-

Conducting project management training;

-

Developing Management Information System;

-

Developing a list of Qualified National Contractors;

-

Developing procurement specialists in the public sector;
